This correspondence and telegrams are, of
course, not registered chronologically since they
unfortunately do not arrive in that order. As they
are registered at present they are rather confusing,
but I have attempted to give a fairly coherent
account of their contents.
The telegram from the Consul General at
Canton to the Governor reports that the Japanese
Consul General notified the Consular body in Canton
that the Japanese authorities intend to shoot down
any aeroplane which flies over China at night unless
the flights and full details of time and course of
these planes are previously notified. In any case
these notified flights should not exceed the height
of 500 metres.
At the same time Mr. Blunt acknowledged
Mr. Okazaki's note and reminded him of H.M.G.'s
attitude to this question as defined in previous
notes delivered by Sir Robert Craigie to the
Ministry for Foreign Affairs in Tokio. The tenor of
